Following this post on the DDO forums i checked the current deals and found…..

Not all of the characters on my account can view these items as available for purchase which makes me think it’s rather a bug in the DDO store than a un published promotion.
May need to toggle “Show All Items” to “YES” then back to “NO” to view all of these promotions
